
Our team has worked directly with lawmakers to introduce and pass impactful policy that lifts up women and girls across the state of Louisiana and beyond.
One of our first successes was passing “Ban the Box” legislation in 2017 which prevents public colleges in Louisiana from asking applicants about criminal history.
Our Work

-Increased voter engagement and education to build collective power among formerly incarcerated people, in partnership with Black Voters Matter.
-Identified, trained, and supported formerly incarcerated people to give testimony in committee hearings before the Louisiana legislature.
-Trained over 50 advocates via webinars on the steps and processes to pass Ban the Box legislation in Arizona, California, Iowa, Missouri, Oregon, Pennsylvania and Wisconsin.
-Partnered with Operation Restoration in Louisiana to advocate for and successfully pass HB248 & HB325. The former eliminates a monthly parole supervision fee when a person is on administrative parole. The latter added training and guidelines for law enforcement to help ensure they know when they have arrested a primary caretaker and allow that person to make reasonable arrangements for their dependent(s).
-Trained and collaborated closely with advocates in Oregon and California to introduce and pass Ban the Box legislation in the respective states.

-Provided training opportunities for formerly incarcerated women to become lobbyists in Louisiana and nationally.
-Launched a fellowship program to train formerly incarcerated women to become registered lobbyists in their states and understand the differences between 501c3 and 501c4 organizations, focusing on the Deep South (AL, MS, LA, TX, GA).
-In partnership with Justice Impact Alliance, filed and supported Ban the Box (on college applications) legislation in New York and Connecticut. Provided New York and Connecticut advocates with resources, technical assistance, and guidance to fortify efforts to remove barriers to higher education for people impacted by the legal system.
-Supported state-wide efforts to educate the community on the importance of supporting Ballot Initiative #7 to amend Article 1, Section 3 of the Constitution of Louisiana to prohibit the use of slavery and involuntary servitude.

-Began to build out the 64 Network Campaign in the state of Louisiana.
-Accepted the first cohort of O2R’s fellowship program to train formerly incarcerated women to become registered lobbyists in their states and understand the differences between 501c3 and 501c4 organizations, focusing on the Deep South (AL, MS, LA, TX, GA).
-Continue to support advocates on the ground to file legislation to Ban the Box on college applications.

-O2R wrote and advocated for the passage of SB 283, which repeals R.S. 14:89.2, Crime Against Nature by Solicitation (CANS), a law that disproportionately targets the LGBTQ community, particularly trans women of color.
-O2R wrote and advocated for the passage of SB 150, which seeks to allow individuals with CANS convictions from before 2010 to petition a court to vacate their convictions, wiping the CANS felony conviction from their record.
Our work began in Louisiana, where the deep history of injustice demanded action. What started as a local effort to lobby for incarcerated women has grown into a sustained fight to end the cycle of mass incarceration and rewrite the future with freedom at its core.
